About Elite Study in Taiwan (ESIT) Program

The Elite Study in Taiwan Project (ESIT) is commissioned by the Ministry of Education. Since established in 2008, ESIT has provided necessary services for the higher education cooperation between Taiwan and Southeast and East Asian countries, as well as creating new opportunities.

ESIT has brought together 87 of Taiwan's universities and colleges to form the ESIT Consortium, members of which will offer English-language master's and doctorate programs in various fields. Part of its role will be to provide a bridge between the students of Southeast Asian countries and the ESIT Consortium schools and allow more students who hope to come to Taiwan to study to learn more about Taiwan's high-quality higher education system and assist the Consortium schools promote their programs.

In order to promote higher education cooperation between Taiwan and Southeast Asian countries and further the objective of training international professionals, the ESIT has created a program for mutual development for Southeast Asia. For instance, under the agreement with Vietnam there are currently four major programs aimed at training professionals. Of these in the north of Vietnam there is the VEST 500; in the central Danang area there is a program aimed at selecting certain candidates for study abroad; in the far south there is the Mekong 1000 Project. There is also a program designed to assist the Indonesian Government with public funded students who will be sent to Taiwan for education purposes as well as a project aimed at assisting the Aceh Provincial government with training professionals. Furthermore, Taiwan and Thailand have the Elite 600 Project; and in addition to these the ESIT is also currently moving forward with other areas of cooperation with Southeast Asian countries.

    Aceh Government Scholarship

    Introduction

    The scholarship is supported by the Government of Banda Aceh, Indonesia. In 2004, thousands of their professionals, including many university professors, university personnel, medical professionals and government employees were lost due to Tsunami. As the Province of Aceh strives to rebuild its human resources, they have agreed to work with the Taiwan Ministry of Education and both sides signed a cooperation memorandum in 2010. Furthermore, the Elite Study in Taiwan Project, under the authority of the Ministry of Education, further funded Indonesian students to study masters or doctoral degree in Taiwan.

    Scholarship Method

    1. An individual who is (or plans to become) a candidate of Aceh Government Scholarship.

    2. Expenses of selected students are fully covered by the program, including international airfare, tuition/misc. fees, living allowance, insurance, house & utilities fees, and book allowance.

    3. Some Taiwan schools may sign the agreement with Aceh government and provide tuition and fee waivers or other special treatment.

    4. If the Taiwan school considers the student as exceptional they may provide applicable scholarship and notify ESIT to avoid redundant scholarship grants.

    ESIT Assistance Responsibilities

    1. Assist the Aceh government with the initial interviews with students coming to Taiwan.

    2. Assist with scholarship: according to the preferential treatment of the school; assist the Aceh with tuition fees and living expenses.

    3. Passport (issues) once in Taiwan.

    4. A bridging between students and schools with the Aceh Government.

    RISTEKDIKTI Scholarship

    Introduction 

    RISTEKDIKTI and ESIT signed a memorandum of agreement on April 17, 2012, to implement the Indonesia–Taiwan DIKTI 3+1 scholarship program in order to maintain and enhance bilateral cooperation in educational matters and to promote mutual understanding. Under that program, up to 100 Indonesian university lecturers could be selected each year to undertake a doctoral degree in Taiwan. This Agreement maintains the original purpose of the earlier Indonesia–Taiwan DIKTI 3+1 scholarship program.

    Application Method

    Taiwan:

    1. Students who plan to apply for a program taught in English must have a minimum English language proficiency of IELTS 5.5 (on the Academic test) or an equivalent score on another English language proficiency test. Students who plan to apply for a program taught in Chinese must have a minimum Chinese language proficiency of Level 4 (formerly Intermediate level) on the Test of Chinese as a Foreign Language (TOCFL).

    2. The funded doctoral degree students when they first enroll about the eligibility criteria for them to continue to receive a scholarship for a fourth year (4). Students need to provide reports of the learning achievements for RISTEKDIKTI every semester.

    3. If a funded doctoral degree student is eligible to continue to receive a scholarship for a fourth year, ESIT will coordinate the provision of a scholarship by the Consortium Universities in Taiwan for the student's fourth year (4) of their doctoral degree program. The funded items include tuition fees, miscellaneous fees, a living allowance (21,000 NTD per month), and health insurance. The total period that a funded doctoral degree student may receive scholarship support is four years(4). Neither Party A nor Party B will provide any student who does not graduate within four years with funding for a fifth year or more.

    RISTEKDIKTI (Indonesia):

    There will provide funding for the first three (3) years for funded Indonesian lecturers and administrative officials who undertake a doctoral degree program in Taiwan and will provide two (2) years of funding for funded students who undertake a master's degree program in Taiwan. The scholarship funding must cover the costs of tuition fees, miscellaneous fees, a book allowance, a settlement allowance, living expenses, health insurance, a round trip air ticket, and conference expenses. No funded student may continue to receive scholarship funding support after the date of the official submission of their thesis or dissertation.

    ESIT Assistance Responsibilities

    1. ESIT will assist the funded students from Indonesia who are applying to come to Taiwan to undertake a master's degree or a doctoral degree program at a Consortium University in Taiwan, with matters such as enquiries about courses and their university admission applications.

    2. ESIT will assist the funded students from Indonesia who have received an admission letter to a university to apply for a student visa to come to Taiwan.

    3. ESIT will assist in coordinating Consortium Universities to provide Mandarin Chinese courses for funded students (in both master's degree programs and doctoral degree programs) who require such courses.

    4. ESIT will assist the funded students from Indonesia who are undertaking degree programs in technical and vocational fields to undertake suitable internships that give credits toward their degree during the time when they are studying in Taiwan.

    5. ESIT will coordinate with the Consortium Universities in Taiwan to provide reports of the learning achievements of the funded students to Party A each semester.

    6. ESIT will remind the Consortium Universities in Taiwan to inform the funded doctoral degree students when they first enroll about the eligibility criteria for them to continue to receive a scholarship for a fourth year.

     
  • Government Scholarship / Country

    ECV 1000 PROGRAM

    Introduction

    ECV1000 (Eastern Central Vietnam) is supported by Vietnam National University of Ho Chi Minh City. The project is to train more experts in different fields. From 2015-2020, in the region at master and doctorate levels to fulfill the human resource. From 2013, to select 1000 outstanding students or employees from the region to be sent abroad to renowned universities to study for master's or doctorate degrees.

    Eligibility:

    1. An individual who is (or plans to become) a candidate of ECV1000 Scholarship.

    2. Selected students' tuition fully covered by project funds, including international airfare, miscellaneous student expenses and living expenses.

    3. If the Taiwan school considers the student to be exceptional they may also provide related scholarships and notify ESIT as to avoid the redundant scholarship grants.

    2. Assist in providing grant: Facilitate the applications and admission of THE STUDENTS by providing available information regarding admission procedures, dormitory accommodation, airport pickup, and basic living

    MEKONG 1000 PROGRAM

    Introduction

    The Mekong 1000 Project is supported by Can Tho University ( the largest regional university in the Mekong Delta Region of Southwest Vietnam). The project plans to utilize the Mekong Delta Region Fund and to train future professionals in the region. The projections were, from 2006-2019, to select 1000 outstanding students and academic faculty from the region to be sent abroad to renowned universities to study for master's or doctorate degrees.

    Scholarship Method

    1. An individual who is (or plans to become) a candidate of Mekong 1000 Project.

    2. Selected students' tuition fully covered by project funds, including international airfare, miscellaneous student expenses and living expenses.

    3. If the Taiwan school considers the student to be exceptional they may also provide related scholarships and notify ESIT as to avoid the redundant scholarship grants.

    ESIT Assistance Responsibilities

    1. Assist Mekong applicants with application.

    2. Assist in providing grant: ESIT will assist with tuition (and dorm fees), insurance and living expenses for students enrolled prior to Sept. 2011; students enrolled after Sept. 2011 will only be assisted with tuition costs.
