In most universities various departments have highly interrelated fields and courses, thus, the Ministry of Education encouraged the development of “Doctoral Programs”by establishing the University Act in order to aid all universities to cultivate cross-field talents in response to the needs of the industry and society. Through highly specialized courses designed into a program and by integrating resources of related departments a comprehensive curriculum is created. This enables both the integration and improvement of teaching resources and the courses to conform to a highly specialized learning development, therefore enhancing the competitiveness of students entering the job market.
