NSYSU’s IPS doctoral program was established in 2001, and its alumni have created careers at universities, in central and local governments, and in business sectors. As the topmost internationalized doctoral program in Taiwan, the IPS has become the second home of students from the United States, Canada, Turkey, Malaysia, South Korea, Vietnam, Indonesia, and the Philippines. The courses of the IPS doctoral program are taught in English (or both English and Mandarin Chinese when necessary). Every semester, the program holds approximately 10 high-quality academic lectures in English by domestic and international scholars to expand students’ academic interest and scope of thinking. Every faculty member in the IPS can communicate fluently and smoothly with students in both English and Chinese. Students are immersed in a friendly study environment that uses English while enriching their ability to communicate in Chinese.

The IPS doctoral program welcomes students who are interested in cross-disciplinary research projects and learning advanced research methods. It has been the harbor of the International Conference on Network Society and Governance (E-society). This biannual international conference was initiated in 2013 and has attracted scholars across the fields of political science, management science, computer science, law, data science, economics, communication, psychology, and other disciplines to share their observations and findings about the same concerns, such as fake news, the viral effects of social media, and attitude and ideology polarization.

Doctoral students at the IPS are also eligible to join the dual doctoral degree program. Initiated in 2016 by IPS faculty members, NSYSU and KU Leuven University (KUL) in Belgium established Taiwan’s first PS dual doctorate degree program. Selected doctoral students take three years to achieve doctoral candidateship at the IPS and then spend two years at KUL. The five-year program of study represents the unique plan of a double doctoral program, which allows our top doctoral students to cultivate their academic competitiveness and broaden their international perspectives.
