Introduction
According to the Five-year plan for Development of the National Chi Nan University (NCNU), The NCNU has started to prepare the establishment of the Graduate Institute of Educational Policy and Administration since 1995. With the approval of the Ministry of Education, this Institute is established in the 1997 academic year and will recruit its first post-graduate student from August 1997.

Mission
The aims of this Institute are as follows:
1. To cultivate the professionals and academics related to the field of educational policy and administration.
2. To provide the opportunities for the in-service education to educational administrators.
3. To cultivate the professionals and the leaders of educational administration at all levels, both in Taiwan and overseas Chinese societies.
4. By integrating the theory and practice of educational policy and administration, to promote researches in the field of educational policy and the development of this field.
5. To establish Taiwan's international status in relation to the study of educational policy.
6. To keep up with the trends and development of the international research of educational policy, and with the reform of educational policy of the other countries.
7. By systematically undertaking the researches concerning educational policy and administration, to provide suggestions for educational authorities to initiate educational reforms.

Career Development of the students:
The graduates of the Institute can have the following four routes to develop their careers:
1. To continue their advance studies, for instance, undertaking doctoral programmes in Taiwan or studying abroad.
2. To become policy commentators or researchers in public or private institutions.
3. By passing civil service exams to become civil servants in Taiwan.
By teaching or working abroad, to assist the implementation of the government policies.

Features
It is very important for the students to be familiar with the operation of the educational administration system, hence in addition to the arrangements of regular courses as noted above, the Institute requests all students to audit the council meetings related to education affairs at all levels and invites the well-known academics or experts of educational policy and administration to give students lectures or seminars. This is hoped that by doing so, students can enrich their knowledge both theoretically and practically.

Curricula
In accordance with the aims of the Institute, the design of the curriculum of the Institute can be divided into two main parts:
1. Core curriculum: this part is required courses for all students, i.e. all students have to complete them if they want to graduate from this Institute. The main purposes of this arrangement are to reinforce the understanding and enrich the knowledge of educational research methods and the theoretical basis of educational policy and administration.
2. Major curriculum: this part is optional, i.e. the students can take the courses according to their interests or majors, etc. It can further be divided into three main fields: educational policy, organizational behaviour and leadership, and educational administration. This part of courses focuses on the integration of the theory and the practice. Its main purposes are to teach the students the accurate ideas of administration, to develop the ability of overviewing the problems of educational administration, and to cultivate the practical skills of educational administration.

Future Development
The Institute is planning to establish doctoral programme in the near future in order to establish a complete system in terms of the cultivation of the professionals and academics of educational policy and administration. Moreover, in order to promote the academic status of the Institute, the Institute will not only reinforce the cooperation and exchange programmes with the Graduate Institute of Comparative Education at the Chi Nan University, but also intend to establish a close relationship with the Graduate Institute of Adult and Continuing Education and the Centre for Initial Teacher Training which are due to be established in 1999 in the University. At the same time, the Institute will initiate academic exchange and cooperation programmes with prestigious universities, institutes and groups within and outside Taiwan. Furthermore, the Institute will devote itself to the collection of the documents and literature of educational policy and reform in countries of the South-Asia Area. All these efforts are to establish the Institute to be one of the holy lands of the research of education policy and administration as well as the resource for education researches in the South-East Asia countries.
