BRIEF HISTORY OF THE INSTITUTE
To cooperate with the development of "Ten Major Infrastructure Projects" and cultivate competent persons in construction, Mr. Tsia Tian Lin, the founder of the Institute, invited Yilan citizens to donate the land and established the school. Fushin Junior College of Technology was founded in March 1966, and was renamed Fushin Institute of Technology in 1983. In 2001, The Ministry of Education of the Republic of China approved the establishment of both four-year and two-year programs due to its commitment to quality in education and outstanding achievements, and FIT was thus upgraded and renamed Lan Yang Institute of Technology. Since then the Institute has developed quickly and has earned an enviable reputation. In recent years, with the full support of the board of trustees of the school, and through the integration to cope with the rapid changes in the industry, nowadays there are 7 departments: Health and Leisure Management, Fashion Beauty Design, Interior Design, Digital Marketing, Mechatronics Engineering, Hospitality Management, and Tourism and Travel Management.

Department of Health and Leisure Management
Health and leisure management includes "health promotion, digital tourism, leisure and recreation, eco-tourism and exhibition management". Having attracted wide attention as a trend to catch up, new departments related to health and leisure management have been established in succession in universities in Taiwan since more than a decade ago. Firstly, in the aspect of health promotion, the main focus has been laid on the promotion of physical health, physical fitness and fitness health to reduce the disease-ridden, cut back the spending on health care, and ultimately realize the idea of “health for all” as per the cause of “World Health Organization (WHO)” through the creation of living conditions of health and well-being by incorporation of theory into practice. Secondly, in the aspect of leisure management, the main direction for development has been fixed on tourism and recreation, aiming to actively relay specialized knowledge in tourism and leisure, integrate with government policies and relative industries, strengthen practical skills and practices in dining and tourist guiding, pay attention to environmental and resources protection, and implement the bonding of human with nature in four aspects, namely" symbiosis, coexistence, sharing and common prosperity."
Since endless business opportunities have been brought up as national citizens increasingly get involved in tourism, various themes on “in-depth travel and pleasure travel” have been developed accordingly. Especially, “economic leisure tourism” is inviting tourists to experience various scales and contexts offered by various tourist scenic spots, theme parks, national scenic areas, leisure agricultural areas, leisure farms, and so on. In response to social trends and the public’s demands on fitness health, leisure time recreation, and ecological travel, Department of Health and Leisure Management was created in August 2004, aiming to lead the health and leisure industries.
Department of Hospitality Management
Over the past decade, Taiwan has witnessed the shift of industrial structure, out-relocation of labor-intensive industries, out-weight of production and jobholder in service industry over that in manufacturing industry, and gearing of the overall industries towards high-tech, information technology and automation. As technology advances, it has brought fluctuation to manpower structure at workplaces and to all walks of life, driving a booming catering industry in which new foods services are emerging one after another and five-star hotels are amplifying rapidly. In view of such phenomenon, the Department of Hospitality Management was established in August 2014 to conform to the urgent needs arising in the new food services and five-star hotels for professional practice and management personnel.
Department of Tourism and Travel Management
According to the "Tourism development vision" upheld by Tourism Bureau, Taiwan had achieved the goal of establishing itself as an island of industry, economy and trade in the twentieth century while gearing towards the aim of making itself as an island of green, technology-oriented and silicon-islands in the twenty-first century. As many advanced countries have foreseen that tourism industry is the most promising industry full of potential, apart from information, network, and other high-tech industries for the rest of the twenty-first century. In the next decade, Taiwan is designated to become an innovator for the application of world's information, and a leader in the global digital economy since it is clear that the development of tourism symbolizes the overall development of a modernized country.
The importance of hospitality tourism industry is self-evident not only it serves the purposes of creating business opportunity, bridging international friendship, and enhancing national image, but also it helps optimize the quality of people's living environment. Therefore, it has been set as an important administrative goal for the government to develop tourism industry, one of the six emerging industries promoted by the Executive Yuan. According to “Second Phase of Technical and Vocational Education Reengineering Plan” conducted by The Ministry of Education of the Republic of China, emphasis is attached to the cultivation of professional and technical personnel needed for the industry, designed to reproduce for Taiwan the boom in technical and vocational education and market.
As mentioned under Tourism Strategic Method III "Development of new environment of high quality for tourism in terms of localization, ecology and three-dimension" in the "Implementation of new strategic programs for the development of tourism in the twenty-first century", Paragraph (IV) covers the contents of "Acceleration of the cultivation of professionals in tourism industry quality- and quantity-wise for the overall enhancement and optimization of tourism industry’s quality” which highlights the facts that it is necessary to train and cultivate professionals to suit the needs of tourism industry, and that in compliance with policies of Tourism Bureau of Ministry of Transportation, educational institutes may emphasize on the cultivation of professionals in tourism and guide commentary, enhance tourism professionals’ quality and self-restrain, and thus offer tourism environment of high-quality services. In line with highlighted contents, the Department of Tourism and Travel Management was established in August 2014 to cope with national policy, economic development, and the needs of cultivation of professionals required in tourism industry.
Department of Digital Marketing
In line with the school values in leisure, the Department of Digital Marketing has, since its inception in August 2014, strived to equip students with professional knowledge on top of the cultivation of their self-confidence and skills by following the trends of integration of online and offline marketing using information technology and digital multimedia. According to Comprehensive Development Plan of Yilan County, growth of business services in Yilan County notably comes from retail industry. The Yilan County Government has set tone for upgrade and transformation of business services to be construction of networks for key industries to initiate the development of new industries and facilitate the upgrading of old industries while enhancing the capacity for processing production, sales and technical information in all industries utilizing the underneath information network industry. According to analysis on job openings by Job Bank, as of September 2015, job openings in digital marketing have climbed forty percent for the past two years.
Hence, it is foreseen that the Department will play a key role in the development of the core digital marketing technologies. In line with the demands on professionals in leisure tourism industry and marketing services in Yilan area, the Department is dedicated to training digital marketing and practical professionals, and in the future will play the role of providing services personnel for regional outlets in accordance with the development of national industrial policies and needs of relative industries for County Government. Based on geopolitical relations, the Department is facilitating the development of communities, the protection of local cultural heritage, and the incorporation of leisure tourism into local living and culture beyond the level of pure fun. Industrialization of local cultural resources may be realized via proper commercial packaging to make contributions to leisure and tourism industry for the markets.
Department of Fashion Beauty Design
As leisure consumption culture evolves in recent years, fashion and beauty industries have gradually expended into ordinary people’s daily living, rather than just satisfying the luxurious pursuit from the upper class. Beauty services industry has witnessed a rapid growth in the past decade, with annual production up to hundreds of billions of NT dollars. The overall trend of development of the beauty services industry has transformed from family-oriented operations in the old days into specialized, chain-style, or even comprehensive operations by enterprises or consortiums. Due to the development of modern bio-medical technology, new opportunities have emerged in the application and development of new cosmetic technologies. Throughout the process of applications of and promotion for modern cosmetic technology, ever-increasing requirements have been placed on quality of management level and primary level personnel of beauty businesses. In the fast-growing beauty industry, the supply of high-quality professionals has constituted the biggest bottleneck. Therefore, the Department of Fashion Beauty Design was created in August 2014 with a mandate to train students to become excellent professionals in fashion style and beauty industry, and to enhance the technical level of beauty-related industries. It is the core mandate that sets goals for the development of this Department, as well as paves the path for the development of fashion industry in Taiwan.
Department of Interior Design
As architecture and interior design industries are getting increasingly segmentation and categorization, as well as the public is demanding higher quality of living space, interior design industry has been marching towards particularity and specialization. In addition, in view of the trend of green construction leading to the reconstruction and reutilization of existing living spaces, as well as in echo to the development of regional leisure industry, the Department of Interior Design was established in August 2014 to cope with the increasing demand on professionals in interior design and decoration.
Presently in Yilan and eastern region, the department stands as the only existence of such an academic discipline at college level, shouldering the responsibility for the development of regional industrial characteristics, training of designated professionals, and cultivation and retention of talents for the region, so as to meet the demand on interior design professionals for industries in the region.
As various sectors and industries are undertaking frequent transformation of their interior spaces, they consequently demand heavily on interior design professionals; hence, the infinite potential in the interior design industry for graduates of this Department in the foreseeable future.
Department of Mechatronics Engineering
According to 2013 statistics on student number in technical and vocational system, set-up of academic departments, and demands on manpower in industries from The Ministry of Education of the Republic of China, the number of graduates in mechanics and in electrical and electronic engineering in technical and vocational educational system has dropped 21.14 and 13.86 percent respectively in the past decade. However, demands on industrial manpower during the same period were still strong. In 2012, industrial manpower took up 36.23 percent among domestic manpower in all industries, yet the number of students relating to industrial manpower only took up 22.30 percent among all graduates from technical and vocational educational system. This phenomenon indicates that our cultivation of industrial manpower falls significantly beyond what is actually demanded by domestic industries.
Our school is located in Yilan County. Though tourism industry is making booming progress there, manufacturing industry is still important industry. Thirty percent of working manpower falls into manufacturing industry among all industries in the County whereas sixty percent of it falls into mechatronics-related industries. Currently, in the County’s industrial area, more than four hundred manufacturers are up and running. However, a number of foreign technicians and labors are hired due to the lack of such manpower. Manufacturers strongly hope to make up the shortfall of manpower supply by our own citizens, rather than by foreign labors of less stability.
Considering the need for middle level mechatronics talents in domestic industries and the urgent demand on such talents in related mechatronics manufacturing industries in local areas, our school consolidated existing faculties and equipment in 2013. We then applied for the establishment of the "Department of Mechatronics Engineering" which aims to foster mechatronics personnel required for the development of electromechanical industries. Our goal is to fulfill the social responsibility as the only technical and vocational educational institute in Yilan County by cultivating technical personnel for manufacturing industry. After the approval of the Ministry of Education of the Republic of China, we started to enroll students.
