Aim for the Top University and Elite Research Center Development Plan

Aim for the Top University and Elite Research Center Development Plan, also known as the "fifty billion dollar in five year project", is a project funded by Ministry of education. 50 billion NTD will be fund in 5 years, in order to support the key universities and make them the leading education and research center in the world.

The first stage is a two year long project, executed from 2005 to 2007, and seventeen universities, including National Taiwan University, were subsidized.

The second stage is a three year long project. The previously subsidized universities can apply for the fund again, and will be evaluated according to their execution performance. Among them, eleven universities were given the fund of the second stage. In addition to those eleven universities, four other universities also claimed the fund of "targeted research".

Unlike in the first stage, the majority of the fund should be used for the "main developing area"; the second stage adopted the method of "block-funding", so that each university can use the fund in a more appropriate and effective fashion, in order to upgrade its basic infrastructure, targeted research and so on.
